Tom Finn, Chief of PolicePresident

Chief Finn served in the United States Navy from 1975 to
1981 where he served with Fighter Squadron 101 at Oceana Naval Air Station
in Virginia Beach, Virginia.
Chief Finn holds a Bachelor of Science in Criminal Justice and a Masters of
Public Administration. He also attended the F.B.I. National Academy in
Quantico, Virginia in 1996.
He is a member of the Highway Safety Committee for the International
Association of Chiefs of Police, which is comprised of senior law
enforcement executives as well as representatives from Mothers Against Drunk
Driving, the National Highway Traffic Safety Administration, the Institute
of Police Technology and Management, the Century Council and the
Northwestern University Traffic Institute.
Also,
Chief Finn was appointed by Governor Jim Gibbons in 2007 as a Commissioner
on the Nevada Commission on Peace Officers' Standards & Training (P.O.S.T.).

Sheriff Mike Haley is the 25th Sheriff of Washoe County. He has proudly served the citizens of Washoe County for over 26 years. Prior to his election as Sheriff, he served in the position of Undersheriff and had responsibility for day to day operations of the entire agency. Sheriff Haley has an extensive background in all areas of the Sheriff's Office. He began his diverse career in 1980 and has worked a variety of assignments in patrol, detectives and detention. For several years, he was a member of the Sheriff's Office SWAT team eventually becoming the SWAT Captain. A major portion of Sheriff Haley's career has been as a supervisor and he has held command positions in the Administrative Bureau, Patrol, Detention and the Detective Division.
Sheriff Haley graduated with honors from Northeast Missouri State University with a Bachelors Degree in Criminal Justice. He is a graduate of the F.B.I. National Academy, the Senior Management Institute for Police Executives at Harvard University, the Southwest Command College for law enforcement executives, and the Secret Service Academy.

A native Nevadan, Frank Adams is a forty (40) year veteran of Nevada law enforcement. He holds an Associate of Science and a Bachelor of Science degree of the University of Nevada, Las Vegas and pursued graduate studies at the Southern Police Institute of the University of Louisville. He started his law enforcement career at the North Las Vegas Police Department and retired from the Nevada Department of Public Safety as a Division Chief. He also served with the Rocky Mountain Information Network as the Nevada Field Services Cordinator and currently is the Executive Director of the Nevada Sheriffs’ and Chiefs’ Association. He serves on the Governor’s Crime Commission, the Board of Directors for the Nevada Law Enforcement Officers Memorial Commission and the Silver State Peace Officers Museum. He also serves as the James Hoff Peace Officers Memorial Historian. He has authored articles for the Police Chief magazine as well as the Nevada Historical Society, the Esmeralda Historical Society and the National Lawmen and Outlaw Association.

Born and raised in Las Vegas Nevada, the son of a former Clark County Sheriff’s Deputy. His law enforcement career began in 1978 when he joined the police academy.
In 1981, he was one of only two officers in the Department chosen to work in the first community relations office located in West Las Vegas. From 1983 to 1987 he worked as a Field Training Officer. In 1987, he was promoted to Sergeant, and worked as a Field Training Sergeant, until assigned to the SWAT Section as team leader in 1989. In 1991 he was assigned to the Gang Unit until 1993. He was then assigned to the Professional Standards Bureau. In 1997 he was promoted to Lieutenant and assigned as the SWAT Commander until 2001. He was then assigned to the Internal Affairs Bureau. As Captain, he was assigned to the Human Resources Bureau, until promoted to Deputy Chief in 2004 when he became the Human Resources Division Commander.

Sheriff Allen Veil is a 28 year Nevada Law Enforcement veteran having serving twenty years with the Lyon County Sheriff’s Office. He served as a deputy, sergeant, captain and for the last four years as Sheriff. He is an FBI National Academy and LEAD Executive Academy graduate. Sheriff Veil has over 2500 hours of specialized training and has been award all levels of Nevada Peace Officers Standard and Training certifications. Sheriff Veil is a native Nevadan, having been born and raised in Lyon County. He was elected as Sergeant-At-Arms of the association in 2009.

An 18 year dedicated public servant, Chief Coyne has served the Las Vegas Community in a variety of roles during her tenure with the City of Las Vegas Department of Detention & Enforcement. Beginning her law enforcement career in 1992, as a Corrections Officer, she also patrolled the City parks and facilities as a Deputy City Marshal, served as an Internal Affairs Investigator and promoted to the rank of Lieutenant, in 1999, overseeing Animal Control, Deputy Marshals and Parking Enforcement.
In 2005 Karen promoted to Deputy Chief with responsibility for the Support Services Division and just 10 months later, was appointed Chief of the Department. Chief Coyne manages a budget of $65 million and leads a dedicated workforce of 380 sworn and civilian employees who serve the community by delivering law enforcement, inmate custody, animal control and parking management services to Las Vegas residents, businesses and visitors so they can live, work and play, safely, in the most extraordinary city in the world.
As a lifelong student, Karen has studied a variety of law enforcement, management and leadership subjects and possesses, through the Nevada State Peace Officer’s Standards and Training Commission, Category I Basic, Intermediate, Advanced, Management and Executive training certifications. Chief Coyne is a proud graduate of the 208th session of the FBI National Academy and she holds an Associate’s Degree in Criminal Justice from the College of Southern Nevada, a Bachelor’s Degree in Business Management from the University of Phoenix, and a Master’s Degree in Public Administration from the University of Nevada Las Vegas.
